weel its supposed to be if you have it on the car it hasto work. so. if i take the whole thing out they cant fail me

What won't pass inspection? Having no power steering? If so, then I guess anyone owning a civic that came with no power options better stop driving their cars... Or do you mean it won't pass inspection if the car was SUPPOSE to have P/S but it was removed?
